Director, Import/Export Compliance


Position Summary:

The Director, Import/Export Compliance will drive all operational and strategic aspects of Novolex’s Trade Compliance program, including oversight of customs compliance and regulatory activities associated with the importation and exportation of goods; oversight of FTZ administration; forecast, manage, and report duty spend, including duty associated with trade remedies and other special duty programs, such as Section 301/232 and Anti-Dumping and Countervailing; manage duty reduction and duty deferral programs, such as Free Trade Agreements (FTA’s) and Duty Drawback; oversight of company Restricted Party Screening (RPS) process; manage import and export product classifications according to the HTSUS; advise internal teams, such as merchandising, supply chain, and accounting on matters related to customs compliance; manage recordkeeping in accordance with 19 CFR 163; and create and deliver executive-level weekly, quarterly, and ad hoc reporting of import and export compliance activities and duty spend to the business.


This position will work cross-functionally with logistics/procurement, accounting, legal, as well as product suppliers, 3PL and customs brokerage service providers. This position will ensure compliance with all US Customs and Border Protection (CBP) regulations and compliance activities as well as any applicable partner government agencies (PGAs).


Essential Functions & Key Responsibilities:

  • Responsibility includes customs broker relationship management and risk mitigation.
  • Responsible for strong collaboration with key business functions to identify and drive awareness and engagement for Trade Compliance throughout the organization.
  • Develops and maintains import and export compliance manual and policies
  • Maintain a working knowledge and ability to read, understand, interpret, and implement U.S. trade and import regulations including US Customs regulations, foreign trade regulations and other regulations pertaining to import and export trade matters.
  • Identifies process improvements for Trade Compliance concerns; then partners with key stakeholders to resolve and implement solutions.
  • Manage a routine, robust internal self-audit of import and export compliance activities.
  • Manage the qualification and issuance of Free Trade Agreements (FTA’s) certificates
  • Leads efforts to support internal or customs audits and inquiries (CF-28’s, CF-29’s) as necessary to support investigations or resolve other compliance matters.
  • Manage the Restricted Party Screening (RPS) process to ensure all domestic and international customers are not on denied parties list.
  • Develops and maintains a strong partnership with U.S. Customs and Border Protection (CBP) to include Customs Account Manager, CBP Center of Excellence, and partner government agencies to address issues or process changes that impact trade and to address matters of trade compliance.
  • Identify risks and opportunities that may impact the company from a Customs perspective and steer the decision-making process to respond to them.
  • Manages the Foreign Trade Zone (FTZ) and other duty savings program strategies, such as Duty Drawback, to ensure the forecasted annual savings and compliance are achieved.
  • Support customs brokerage RFPs and selection process; establish service-level expectations, broker SOPs, tools and metrics; establish and implement error resolution plans; and drive the enhancement of the broker management program.
  • Analyzes import and export activity reports and metrics pertaining to various elements of the import and export operations process, and reports out on trends, areas of concern and improvement opportunities.
  • Ensure customs compliance associates are properly trained on Novolex policies, procedures, and comply with all corporate and government requirements.
  • Develops associates by providing timely mentoring, performance feedback and opportunities for growth.
  • Maintains awareness of key company initiatives and makes recommendations to leadership on direction.


Candidate Requirements:

  • 8-10+ years of experience managing a global trade compliance program
  • Bachelor’s degree with focus in international affairs, supply chain, business administration, inventory control, or finance is preferred
  • Licensed Customs Broker (LCB) is required
  • Must have experience managing and developing trade compliance teams
  • Experience with Foreign Trade Zone (FTZ) operations is a plus as this position will routinely collaborate the FTZ Administrator on matters related to customs compliance and supply chain security
  • Knowledge and experience on U.S. and Canadian Customs.
  • Must thrive in a challenging and rapidly changing environment
  • Must be a self-starter, critical thinker and able to successfully address challenges with limited supervision
  • Must possess strong written and verbal communication skills with a high attention to detail and be able to communicate effectively across all levels of the organization and with outside agencies, such as US Customs and Border Protection, PGAs, 3PLs, and members of the trade community
  • Must have a proven track record of developing, implementing, and managing global trade compliance policies and procedures
  • Must have a strong understanding of 19 CFR and all relevant US Customs regulations pertaining to the conveyance and importation of foreign goods, including regulations associated with other government agencies as well as applicable exportation regulations of the U.S. government.
  • Must have strong computer skills including advanced Microsoft Excel, Word, and Power Point
  • Must be able to multi-task, meet deadlines, and prioritize requests based on risk and need
